Replace the whole inspector roster in one transaction (used by 'Manage people').

Diffs the desired roster against the current participants and applies adds / scope updates / removals atomically (the request runs in one rls_session transaction, so a failure rolls the whole change back). Every desired user must be an active inspector-role member of the caller's org (validated before any write). Locked once the inspection is completed/pending/archived (same guard as the per-participant endpoints).

section_ids: null = whole form; a list = scoped to those sections (persisted verbatim).
