Preview an inspection's report

Instant, read-only HTML preview of the inspection's report (the same renderer the PDF uses). Authorizes via the caller's own RLS connection so a BYPASSRLS aggregate can't leak cross-tenant; renders on a service_session. Never creates a report row / enqueues the worker.
